Profesor de Economía Pública y en la Cátedra Jean Monnet ad personam de Política Industrial de la UE, Universidad de Milán. Es el presidente de International Scientific Commission Public Services/Public Enterprises, CIRIEC. Fundador y presidente honorario del CSIL, Centre for Industrial Studies. Sus principales intereses de investigación incluyen el análisis costo-beneficio social, las empresas públicas y la privatización, la inversión pública, la regulación de las industrias de red, la economía de la infraestructura, la política regional y la economía de pequeñas empresas. Ha participado por más de veinte años en funciones de asesoramiento para la CE, el Parlamento Europeo, el Banco Europeo de Inversiones, el Banco Mundial, la OCDE y otros organismos internacionales y nacionales. Entre sus libros destacan: The Great Divestiture (MIT Press), Network Industries and Social Welfare (Oxford University Press), Applied Welfare Economics (Routledge). Editor invitado para números especiales sobre empresas públicas e inversión pública en el Journal of Economic Policy Reform, Annals of Public and Cooperative Economics, International Review of Applied Economics y Fiscal Studies.
