Doctor en Administración Pública por la Universidad del Sur de California (1974). Distinguished Professor en la Escuela de Asuntos Públicos de la Universidad de Colorado, Colorado Springs. Miembro de la Academia Nacional de Administración Pública (NAPA), y ex presidente de la Sociedad Americana de Administración Pública (ASPA). Es coautor de Administración de personal público (2010, 6ª edición), publicado en inglés y en chino. Ha sido Académico Senior del Programa Fulbright (Centroamérica 1994), profesor visitante en la UNAM, México (1999-2003) y consultor de las Naciones Unidas, el Banco Mundial y el Banco Interamericano de Desarrollo sobre el fortalecimiento de capacidades de gestión pública. Fue miembro de Indiana University-Purdue University Indianapolis (1974-1980) y la Universidad Internacional de Florida (1980-2001). Prestó servicios en la U.S. Civil Service Commission (1968-1973).
