Transfer of learning in the context of public administration: a systematic review of the empirical literature
The transfer of learning in public administration is essential for human resource management, as it involves the application on the job of the knowledge and skills acquired during training. This study investigates the factors that influence such transfer after the completion of on-the-job training courses. The specific objectives are: a) to understand the process of transfer to the work environment; b) to identify the elements of the courses that facilitate or hinder this transfer; and c) to recognize the characteristics of the participants and the environment that affect transfer. Given the growing importance of training in public administration, this theoretical study seeks to deepen the evaluation of training and its impact on the quality of public management. A better understanding of this process will allow managers, trainers and civil servants to optimize training, improve results and ultimately raise the quality of the services offered.
