El uso de información de desempeño (ID) es la utilización sistemática de la información del resultado e impacto de las políticas en el proceso de toma de decisiones. La evidencia empírica disponible reporta una utilización limitada de ID por parte de los legisladores en el ámbito global. En ese contexto, esta investigación responde a la pregunta: ¿Qué factores influencian el uso de ID en los concejales del municipio de Maracaibo, del estado de Zulia, en Venezuela, durante la aprobación del presupuesto? Se aplicó un diseño de investigación cualitativo, en específico un estudio de caso simple con entrevistas semiestructuradas y análisis temático. Se concluye que la escasez y baja calidad de la información, la existencia de arenas formales e informales en la aprobación del presupuesto y las restricciones de acceso a ID para los concejales de oposición, son los principales factores que moldean las tendencias de uso.

Performance information (PI) use is the systematic use of information on the output and outcome of policies in the decision-making process. The available empirical evidence reports a limited use of PI by legislators at a global level. In that context, this research answers the question: What factors influence the use of PI by aldermen of the Maracaibo municipality of Zulia State, in Venezuela, during the approval of the budget? A qualitative research design was applied, specifically a simple case study with semi-structured interviews and thematic analysis. It is concluded that the scarcity and low quality of information, the existence of formal and informal arenas in the approval of the budget, and the restrictions on access to PI for opposition aldermen are the main factors that shape the trends in use.
