Resumen (es)

En el artículo, se analiza la red InovaGovSC desde la perspectiva de la gobernanza en cuanto a sus características y desafíos. La red reúne a los laboratorios de innovación del Gobierno del Estado de Santa Catarina, que operan con foco en objetivos comunes. La investigación se desarrolló con base en las siguientes categorías de gobernanza de redes y ecosistemas de innovación: enfoque de gobernanza; objetivos comunes y co-creación de valor; actores y roles; relación entre actores; mecanismos de coordinación; y metas y evaluación. Los datos se recolectaron mediante investigación documental y entrevistas semiestructuradas. El análisis implicó enfoque temático y triangulación de datos. Los resultados indican una gobernanza que combina características top-down y bottom-up, formales e informales, centralizadas y descentralizadas. El apoyo de alto nivel es central, mientras que la volatilidad del poder en la Administración Pública es un desafío. Los procesos de gestión del conocimiento y evaluación también son obstáculos por superar. El artículo busca contribuir a los gestores de redes de innovación que actúan en la gestión de laboratorios públicos de innovación, y a la literatura, ya que aún hay una falta de trabajos con evidencias empíricas relacionadas con el tema.

Neste artigo, analisa-se a Rede InovaGovSC sob a perspectiva da governança no que tange a suas características e desafios. A rede congrega os laboratórios de inovação do governo do estado de Santa Catarina, que atuam com foco em objetivos comuns. A pesquisa foi desenvolvida com base nas seguintes categorias da governança de redes e ecossistemas de inovação: abordagem de governança; objetivos comuns e cocriação de valor; atores e papéis; relação entre atores; mecanismos de coordenação; e metas e avaliação. Os dados foram coletados por meio de levantamento documental e entrevistas semiestruturadas. A análise envolveu a abordagem temática e a triangulação de dados. Os resultados indicam uma governança que mescla características top-down e bottom-up, formal e informal, centralizadas e descentralizadas. O apoio do alto escalão é central, ao mesmo tempo em que a volatilidade do poder na Administração Pública representa um desafio. Além disso, a gestão do conhecimento e os processos avaliativos são obstáculos a serem superados. O artigo procura contribuir para a capacitação de gestores de redes de inovação que atuam na gestão de laboratórios de inovação pública e para a literatura, uma vez que ainda há carência de trabalhos com evidências empíricas relacionadas ao tema.

Resumen (en)

In this article, the InovaGovSC network is analyzed from the perspective of governance regarding its characteristics and challenges. The network brings together the innovation laboratories of the Government of the State of Santa Catarina, which operate with focus on common objectives. The research was developed based on the following categories of governance of innovation networks and ecosystems: governance approach; common objectives and value co-creation; actors and roles; relationship between actors; coordination mechanisms, and goals and evaluation. Data was collected through documentary research and semi-structured interviews. The analysis involved thematic analysis and data triangulation. The results indicate a governance that combines top-down and bottom-up, formal and informal, centralized and decentralized characteristics. Top-level support is central, while the volatility of power in Public Administration is a challenge. Knowledge management and evaluation processes are also challenges. The article seeks to contribute to innovation network managers who work in the management of public innovation laboratories, and to the literature, since there is still a lack of work with empirical evidence related to the topic.
