O crescimento recente das redes de inovação no setor público brasileiro tem impulsionado novas formas de articulação interorganizacional baseadas na horizontalidade e no compartilhamento de práticas, em contraste com estruturas hierárquicas tradicionais. Com base na literatura de governança colaborativa, este estudo desenvolve um modelo integrado da dinâmica colaborativa para analisar a governança dessas redes. A pesquisa é orientada pela seguinte pergunta: como se configura a governança colaborativa das redes de inovação no setor público brasileiro? Os objetivos específicos foram mapear as redes existentes, caracterizar seus arranjos de governança e identificar suas entregas. A pesquisa adota abordagem qualitativa e natureza exploratória, utilizando análise documental sistemática de acordos de cooperação, regimentos, atas, sítios eletrônicos, materiais institucionais e postagens oficiais. A análise foi conduzida por meio de codificação temática, estruturada a partir das quatro dimensões do modelo teórico — atores, valores compartilhados, mecanismos de governança e capacidade de ação conjunta —, complementada por estatísticas descritivas para a organização de variáveis categóricas. Os resultados indicam que as redes firmam acordos de cooperação, compartilham valores e reúnem atores de diferentes Poderes, mas apresentam baixa participação municipal e da sociedade civil. Suas entregas concentram-se no público interno, ainda sem evidências consolidadas de impactos externos.

La expansión de las redes de innovación pública en Brasil ha impulsado nuevas formas de articulación interorganizacional basadas en la horizontalidad y en el intercambio de prácticas, en contraste con las estructuras jerárquicas tradicionales. Con base en la literatura sobre gobernanza colaborativa, este estudio desarrolla un modelo integrado de dinámica colaborativa para analizar la gobernanza de estas redes. La investigación se guía por la siguiente pregunta: ¿cómo se configura la gobernanza colaborativa de las redes de innovación en el sector público brasileño? Los objetivos específicos fueron mapear las redes, caracterizar sus arreglos de gobernanza e identificar sus entregas. La investigación adopta un enfoque cualitativo y de naturaleza exploratoria, utilizando análisis documental sistemático de acuerdos de cooperación, reglamentos, actas, sitios web, materiales institucionales y publicaciones oficiales. El análisis se realizó mediante codificación temática basada en las cuatro dimensiones del modelo teórico —actores, valores compartidos, mecanismos de gobernanza y capacidad de acción conjunta— complementado por estadísticas descriptivas para organizar variables categóricas. Los resultados muestran que las redes establecen acuerdos de cooperación, comparten valores y reúnen actores de distintos poderes, pero presentan baja participación municipal y de la sociedad civil. Sus resultados se concentran en el público interno, aún sin evidencia consolidada de impactos externos.

The recent expansion of public sector innovation networks in the Brazil has fostered new forms of interorganizational collaboration based on horizontality and shared practices, contrasting with traditional hierarchical structures. Drawing on the collaborative governance literature, this study develops an integrated model of collaborative dynamics to analyze the governance of these networks. The research is guided by the following question: How is collaborative governance configured within public sector innovation networks in Brazil? The specific objectives were to map existing networks, characterize their governance arrangements, and identify their outputs. The study adopts a qualitative, exploratory approach, using systematic document analysis of cooperation agreements, bylaws, meeting minutes, websites, institutional materials, and official posts. The analysis was conducted through thematic coding grounded in four dimensions of the theoretical model —actors, shared values, governance mechanisms, and capacity for joint action— complemented by descriptive statistics for organizing categorical variables. The results show that the networks establish cooperation agreements, share values, and bring together actors from different branches of government, yet municipal actors and civil society remain underrepresented. Their outputs focus primarily on internal audiences, with no consolidated evidence of external impacts.
