¿Cuál es la relación entre los Estados (gobiernos y administraciones) y la pandemia de la COVID-19? En esta ponencia se analizan las dos relaciones de causalidad potenciales. Por un lado, ¿cómo ha afectado y está afectando el coronavirus a las estructuras gubernamentales y administrativas?, ¿peligran los sistemas democráticos y las reformas administrativas modernizadoras? Por otro lado, ¿qué efecto tienen estas estructuras de gobierno y administración sobre la mejor o peor gestión de la pandemia?

What is the relationship between States (governments and administrations) and the COVID-19 pandemic? This paper discusses the two potential causal relationships. On the one hand, how has the coronavirus affected and is affecting government and administrative structures? Are democratic systems and modernizing administrative reforms at risk? On the other hand, what effect do these governmental and administrative structures have on the better or worst management of the pandemic?
