Recasting State Reform to Ensure Resilience in an Unpredictable World

La pandemia de la COVID-19 puso en entredicho la creencia común de que las instituciones gubernamentales son incapaces de adaptarse. También puso de manifiesto que, pese a las ganancias sustanciales en la reducción de la pobreza desde la década de 1990 y tras innumerables versiones de “reforma estatal”, la región de Latinoamérica y del Caribe permanece en situación de crisis. En esta presentación se abordará la necesidad de “reformular” la reforma estatal para construir comunidades resilientes. Se enfoca en la necesidad de repensar el empeño por implementar los objetivos de desarrollo sostenible planteados en la Agenda 2030, así como los aportes de los sistemas de toma de decisiones de base empírica. Habida cuenta del deseo de que la ciudadanía desempeñe un papel influyente en la gobernanza y la reforma estatal, se analizan tres condiciones que harían prevalecer la participación y el compromiso ciudadano. Finalmente, se aboga por implicar a las universidades como motores de crecimiento y desarrollo en apoyo de instituciones eficientes y comunidades sustentables.

The COVID-19 pandemic challenged the common belief that government institutions are incapable of adaptating. But it also reveals that, despite substantial gains in poverty reduction since the 1990s and countless versions of “state reform”, the Latin America and Caribbean region remains in crisis. This presentation will address the need to “recast” state reform to build resilient communities. It focuses on the need to rethink the effort to implement the 2030 Agenda, as well as the contributions of evidence-based decision-making systems. Given the desire for citizens to play an influential role in governance and state reform, three conditions are discussed that would make citizen participation and engagement prevalent. Finally, it argues for engaging universities as engines of growth and development in support of effective institutions and sustainable communities.
