Caracterización del mandato de los directivos públicos en Ecuador. Una aproximación a su gestión desde los ciclos de desempeño y aprendizaje
Characterization of the Mandate of Public Managers in Ecuador. An Approach to their Management from the Performance and Learning Cycles

Este artículo tiene como propósito identificar las características del mandato de los directivos del sector público en Ecuador. A tal efecto, se realiza un estudio de tipo exploratorio y descriptivo que considera el enfoque del ciclo de vida de los directivos, que expone una relación en forma de U invertida entre la permanencia en el puesto y el desempeño. Como instrumento de recolección de datos se utiliza una encuesta en la que se consulta a los subordinados respecto al desempeño de los directivos. Esta es aplicada a 52 servidores públicos, expertos en la temática, que colaboran en 33 instituciones de la administración pública. En el análisis se aborda la gestión de las autoridades diferenciando su tiempo de permanencia en el puesto, que se categoriza en: menor a 1 año, entre 1 y 3 años, entre 3 y 5 años y mayor de 5 años. Como resultado se caracteriza su mandato desde los aspectos relacionados con su compromiso, el conocimiento de la tarea, la diversidad de información utilizada, el interés por la tarea y el poder. Se evidencia que, para directivos de niveles político-administrativos, se observan características similares a las etapas descritas como la de respuesta al mandato y la de experimentación en periodos entre uno y cinco años.

This article aims to identify the characteristics of the mandate of public sector managers in Ecuador. For this purpose, an exploratory and descriptive study is carried out based on the manager´s life cycle approach, which shows an inverted U-shaped relationship between tenure and performance. A survey is used as a data collection instrument in which subordinates are consulted regarding the performance of managers. This was applied to 52 public servants, experts in the subject, who collaborate in 33 public administration institutions. The analysis addresses the management of the authorities by differentiating their time in office, which is categorized as: less than 1 year, between 1 and 3 years, between 3 and 5 years and more than 5 years. As a result, their mandate is characterized from aspects related to their commitment, knowledge of the task, diversity of information used, interest in the task and power. It is evident that for managers at political-administrative levels, similar characteristics to the stages described are observed, such as response to the mandate and experimentation in periods between one and five years.
