El Plan Estratégico 2024-2027 de la Agencia Nacional de Vigilancia Sanitaria (ANVISA) es el resultado de un proceso colaborativo que establece los compromisos futuros de la agencia. Su formulación comenzó con un diagnóstico situacional exhaustivo que involucró entrevistas, encuestas internas y el análisis de documentos estratégicos, como estudios de tendencias y planes gubernamentales. Este diagnóstico permitió la incorporación de perspectivas de actores internos y externos, lo que posibilitó un análisis detallado de escenarios y la identificación de fortalezas, debilidades, oportunidades y amenazas. Utilizando una metodología que combina el balanced scorecard y objetivos y resultados clave, el Plano Estratégico estableció metas claras y medibles alineadas con los resultados clave. El mapa estratégico refleja la misión, visión y valores, junto con siete objetivos estratégicos — cuatro centrados en resultados para la sociedad y tres en el fortalecimiento interno. La definición de estos objetivos se basó en evidencia de los contextos nacional e internacional. La gestión ágil guió la construcción del portafolio de proyectos estratégicos, asegurando la entrega de resultados. La estrategia se destaca por la priorización de temas críticos, comunicación objetiva, consistencia metodológica y promoción del compromiso de los empleados, reforzando el papel de fortalecimiento de la salud pública en Brasil.

The 2024-2027 Strategic Plan of the National Health Surveillance Agency (ANVISA) results from a collaborative process that establishes the agency's future commitments. Its formulation began with a comprehensive situational diagnosis involving interviews, internal surveys, and the analysis of strategic documents, such as trend studies and government plans. This diagnosis enabled the incorporation of insights from both internal and external actors, allowing for a detailed scenario analysis and the identification of strengths, weaknesses, opportunities, and threats. Using a methodology that combines the balanced scorecard (BSC) and objectives and key results (OKRs), the Strategic Plan set clear and measurable goals aligned with key outcomes. The strategic map reflects ANVISA’s mission, vision, and values, along with seven strategic objectives — four focused on societal outcomes and three on internal strengthening. The definition of these objectives was based on evidence from national and international contexts. Agile management guided the development of the strategic project portfolio, ensuring the delivery of results. The strategy stands out for its prioritization of critical issues, objective communication, methodological consistency, and promotion of employee engagement, reinforcing ANVISA’s role in strengthening public health in Brazil.

O Plano Estratégico 2024-2027 da Agência Nacional de Vigilância Sanitária (Anvisa) resulta de um processo colaborativo que estabelece os compromissos da agência para o futuro. Sua formulação iniciou-se com um diagnóstico situacional abrangente, que envolveu entrevistas, pesquisa interna e análise de documentos estratégicos, como estudos de tendências e planos governamentais. Esse diagnóstico permitiu a incorporação de percepções de atores internos e externos, o que possibilitou uma análise detalhada de cenários e a identificação de forças, fraquezas, oportunidades e ameaças. A metodologia adotada combina o balanced scorecard (BSC) e os objectives and key results (OKRs), permitindo o estabelecimento de metas claras e mensuráveis. O mapa estratégico reflete a missão, visão e valores da Anvisa, além de sete objetivos estratégicos — quatro voltados para os resultados para a sociedade e três para o fortalecimento interno. A definição desses objetivos baseou-se em evidências dos contextos nacional e internacional. A gestão ágil orientou a construção do portfólio de projetos estratégicos, assegurando a entrega de resultados. A estratégia destaca-se pela priorização de temas críticos, pela comunicação objetiva, pela consistência metodológica e pela promoção do engajamento dos colaboradores, reforçando o papel da Anvisa no fortalecimento da saúde pública no Brasil.
