La evolución tecnológica ha desencadenado cambios sociales importantes, con el auge de tecnologías emergentes, como blockchain, y con el avance de la inteligencia artificial, que reformulan los procesos de producción y las interacciones sociales. Frente a estas transformaciones, el Estado se enfrenta a la necesidad de dar respuestas rápidas e innovadoras para atender las demandas de la sociedad, promoviendo la inclusión y la calidad de los servicios públicos. De esta forma, la innovación abierta surge como un enfoque estratégico que fomenta la colaboración entre organizaciones públicas y privadas, universidades, startups y otros actores, con el fin de impulsar el desarrollo económico y social sostenible. En el sector público, este enfoque puede contribuir a una formulación de políticas más eficaz y a la prestación de servicios de mayor calidad al involucrar a los ciudadanos y otras partes interesadas en el proceso de toma de decisiones. Esto fortalece la legitimidad de las instituciones públicas y maximiza el impacto de las inversiones en innovación. En este contexto, este artículo presenta un estudio de caso sobre las oportunidades y desafíos de la asimilación de tecnologías emergentes por parte de la Escuela Nacional de Administración Pública junto con otras entidades públicas a través de la innovación abierta.

A evolução tecnológica tem desencadeado mudanças sociais significativas, com a ascensão de tecnologias emergentes, como o blockchain, e com o avanço da inteligência artificial, que remodelam processos produtivos e interações sociais. Diante dessas transformações, o Estado enfrenta a necessidade de respostas rápidas e inovadoras para atender às demandas da sociedade, promovendo a inclusão e a qualidade dos serviços públicos. Assim, a inovação aberta surge como uma abordagem estratégica que incentiva a colaboração entre organizações públicas e privadas, universidades, startups e outros atores, a fim de impulsionar o desenvolvimento econômico e social sustentável. No setor público, essa abordagem pode contribuir para a formulação de políticas mais eficazes e para a oferta de serviços de maior qualidade ao envolver os cidadãos e outros stakeholders no processo de tomada de decisões. Isso fortalece a legitimidade das instituições públicas, ao mesmo tempo em que maximiza o impacto dos investimentos em inovação. Nesse contexto, este artigo apresenta um estudo de caso sobre as oportunidades e desafios de assimilação de tecnologias emergentes pela Escola Nacional de Administração Pública em conjunto com outras entidades públicas por meio da inovação aberta.

Technological evolution has triggered significant social changes, with the rise of emerging technologies such as blockchain and the advancement of artificial intelligence reshaping production processes and social interactions. Faced with these transformations, the State faces the need for rapid and innovative responses to meet society's demands, promoting inclusion and quality of public services. Thus, open innovation emerges as a strategic approach that encourages collaboration between public and private organizations, universities, startups and other actors, in order to drive sustainable economic and social development. In the public sector, this approach can contribute to the formulation of more effective policies and the provision of higher quality services by involving citizens and other stakeholders in the decision-making process. This strengthens the legitimacy of public institutions, while maximizing the impact of investments in innovation. In this context, this article presents a case study on the opportunities and challenges of assimilating emerging technologies by the National School of Public Administration together with other public entities through open innovation.

Luis Guilherme Izycki, Escuela Nacional de Administración Pública

Licenciada en Ingeniería Eléctrica por la UTFPR, MBA en Liderazgo, Innovación y Gestión 4.0 por la PUCRS y estudiante de maestría en Políticas Públicas y Desarrollo del Instituto de Investigaciones Económicas Aplicadas (IPEA). Ha trabajado en el gobierno federal brasileño desde 2016 con innovación y desburocratización de la gestión pública. Formó parte del cuerpo técnico del Ministerio de Economía y del Ministerio de Salud y actualmente forma parte del equipo de Gnova, la Dirección de Innovación de la Escuela Nacional de Administración Pública (Enap), donde trabaja para promover la innovación abierta en el gobierno. Fue ganador del 22º Concurso de Innovación del Sector Público de Enap, recibió el Sello Moderniza Brasil y fue premiado en los Challenge Papers del Instituto Milenio por proyectos y propuestas para mejorar la gestión pública. Actuó como mentor de aprendices en gestión pública y startups, y actualmente es embajador de la Red InovaGov. Como autor, ha publicado en las áreas de emprendimiento, innovación y modernización de la administración pública.
